Hizballah Operatives in the Tri-Border Region

In February 2000, Paraguayan authorities arrested a newly naturalized thirty-two-year-old Lebanese businessman in Ciudad del Este on the edge of the tri-border region. Ali Khalil Mehri had made millions of dollars selling pirated software—funds that he then funneled to Hizballah in Lebanon. In a search of Mehri’s properties, the authorities found not only videotapes of homicide bombers and terrorists belonging to Hizballah, but also fundraising forms for the Hizballah-affiliated al-Shahid Association in Lebanon, and receipts for over $700,000 that had been transferred to Canada, Chile, Lebanon, and the U.S.768
After his arrest, Mehri was identified by British intelligence as also having been a fundraiser for al-Qaeda. Despite this allegation, it was two more years before U.S. authorities publicly acknowledged that al-Qaeda had been operating through, and cooperating with, other Muslim fundamentalist organizations around the world.769
Mehri bribed his way out of the Paraguayan prison in June 2000, by paying off Paraguayan politicians. He was last reported to have been seen in Damascus.770
